PSA T.I.A.S.
Topic: PSA Recycling at the beaches.
Issue: One of Kauai’s best known, loving places we call “Beaches” is a big part of our locals home and life.  But, people become careless and lazy overtime and leaves waste while not even knowing it.  If this continues, our beautiful hawaiian islands would become a landfill and will be known as one big garbage pit.
Angle: TO all the people of Kaua’i.
Story: My idea  shows how animals leave footprints when they are at the beach.  Animals don’t bring things to the beach but leaves their footprints.  When people go to the beach, the bring food, drinks, and things they use when they swim.  But when they go home, they don’t have to bring the trash back home.  Because they don’t have to bring it back, they leave it at the beach.  Some people are responsible to throw it in the trash can but others don’t.  Believe it or not, the ocean produces half of oxygen we breathe in the air and is an essential part of the water cycle, to provide us with the water we drink.
Message: The beach takes care of you, let’s return favor.

Topic:  PSA Conserving Water
Issue: Our water supply is becoming more of an issue everyday.  Only 1 % of earth’s water is available for drinking water.  An average of 50 gallons of water is used by a person each day. If we don’t change our water use habits, our water supply will decrease and we won’t have water to use in our everyday lives.
Angle:  To all the people who use water.
Story:  A normal man is skipping rocks at the beach.  A voice-over explains how people become lazy and not aware of how much water they use a day.  Then the man is doing things around the house like watering his lawn, doing dishes, brush his teeth, take a shower, or maybe making a meal.  Another voice-over explains how each activity he did used a lot of water and then explains ways we could preserve that.  Finally, it cuts back to the man skipping rocks and the last voice-over says something like, if we waste our water and don’t conserve it, we won’t be able to use it at all, and shows the man skipping one more rock, but  the rock falls in mud/dirt because there were no water left.
Message: Be smarter to save water.

Your first idea isn't really about recycling, it's about littering. I really like the idea of how an animal only leaves footprints behind (unless he poops!). How about using that as your message? It could say something like, "Leave only your footprints behind" at the end. You could show people at the beach, maybe a family, enjoying themselves, bringing their food, and other things, but taking all of their stuff back with them. They could be the responsible family showing how it should be done.

The second idea is ok but the skipping rocks doesn't really have a lot to do with your idea. How are you going to make all the water disappear for the last shot? I mean he's going to skip rocks at the beach or at a pond right? So how will you show him in the SAME place, doing the SAME thing, but now all the water is gone? I don't see how you can do this so I would go with idea #1.
